“Success” of public services should not only be limited to efficiency (outputs) but also the effectiveness of activities
Outcomes are most important for legitimizing the public sector towards the people
Setting up an outcome model and outcome-oriented indicator system
- Draft an outcome model (system dynamic)
a. Reflect on outcome model (based on products or legal basis) - Define goals on the different (results) level
a. Clarify existing and explicit goals
b. Categorize goals into throughput/implementation, output and impact/outcome goals
c. Goals might be qualitative or quantitative, and as precise and determined as feasible - Explore indicators to grasp goals
a. No goal without indicator, no indicator without goal - Plan for measurement of indicators

c. Define execution responsibility
d. Estimate costs for measurement

Methods of evaluation like:
o Quantitative surveys
o Qualitative empirical studies
o Example: Outcomes of the new police law on the interior security
Methods of management control like:
o Key performance indicators
o Customer feedbacks / complaint management
o Example: annual security measurement (obj. and subj.)
Performance contracts ROLES
Political Role:
o Preparation of the performance contracts on a national level happens through the ministries/departments
o Define political-normative objectives in a strategic plan
o Does not interfere in the type of way how the objectives are achieved
Administrative Role:
o Preparation of the performance contracts on a communal level happens through the administration
o Fulfills the objectives
