- determine reason for outbreak/investigate:
-verify diagnosis
-define a case
-determine magnitude of the problem
-describe disease patterns: animal, place, time
-analyze data collected (compare groups)
-formulate working hypothesis - institute corrective measures
-clinical and epi followup - recommendation to reduce future risk: report findings
