A

Must be stable by 1000ft IFR
or 500 ft VFR

Stable means:
Correct flight path
Only small changes required
Speed Vref -0 +20kts
Landing Config
Sink rate not more than 1000ft/min
Thrust settings appropriate 
Briefings and checklists are completed

Additional :
ILS within One dot
Circling Final wings level by 300ft
Unique Approaches briefed for stable deviations.
