The plan should be complete in its nature to ensure that all personnel involved in the operation are aware of and knowledgeable about their assignments. The plan should take into account all information that has been gathered to date and attempt to also plan for possible scenarios that may occur once an operation has begun.

The plan must be flexible enough to allow for unforeseen circumstances. Therefore, the plan should not be so rigid that team members are precluded from “playing off” of each other. All members should be aware of the plan and it should be addressed during the briefing.

Taking on another area of responsibility and they should be able to perform each function of the operation.

During the course of an investigation it is important to gather any and all information available on a primary subject and any/all associates. In addition to identifying information here is additional information that could be critical to an operation.

When properly analyzed the course of an operation, manpower requirements, the need for specially trained personnel and equipment requirements can have an impact.

One of the greatest resources of information available to federal investigators is the local law enforcement.

Another available source of information is databases and all queries available to an investigator which should be conducted during the planning phase of an operation.

Public utilities and service organizations can help establish residency and occupant information.

Postal carriers can provide important information regarding deliveries, information regarding subjects receiving mail at a location and other information. (Postal Inspection Service or other Postal Officials should be liaisons)

This reduces the possibility of officer injury if the plan is foiled and must be aborted. A frequency should be chosen that has limited and preferably no interference from non-participants of the operation. Preferable to encode or encrypt communications. Surveillance kits are of course useful during an actual surveillance however can also be utilized during the other operations to allow for discreet communications.
