Any member who receives INFORMATION or DISCOVERS an out of service or defective sprinkler or standpipe, shall immediately notify OFFICER ON DUTY…OFFICER ON DUTY shall obtain particulars and …
make JOURNAL ENTRY
-if premise is in another unit’s admin. district…Officer will make JOURNAL ENTRY and IMMEDIATELY TELEPHONE Officer of that company
ADMINISTRATIVE UNIT: Upon receiving NOTIFICATION of a serious defect or complete or partial shut down of sprinkler and /or standpipe…IMMEDIATELY investigate with members and apparatus…EXCEPTION?
(immediately request BC , if officer feels BC assistance is necessary)
Shut down for scheduled inspection, testing or maintenance and system will be placed back in service prior to the END OF BUSINESS DAY, an investigation will not be required, unless officer feels an inspection is necessary
ADMINISTRATIVE UNIT INVESTIGATES:
(NOTE: have White: OOS and cannot be supplied OR BLUE: not functioning as a fully automatic system and/or a portion of the system is such that it will function effectively when supplied by the FD)
FAILURE TO NOTIFY-IMMEDIATE SUMMONS (partial/complete OOS system has been discovered as result of routine inspection, complaint or FD operation)
-FORTHWITH V.O.(FPS-3) for restoration of system
(good working order/all repairs under supervision of person holding C.O.F)
-IF serviceability in doubt due to RUSTED/CRACKED piping, DEFECTIVE SIAMESE or DEFECTIVE VALVES…officer shall forward an A-8 TO FIRE PREVENTION to have HYDROSTATIC TES PERFORMED and witnessed by Bureau of FIRE PREVENTION
(failure of such a test will be subject of a summons issued by the Bureau of FP)
- IN ALL CASES of an OOS SPRINKLER/STANDPIPE forward an A-8 to FIRE PREVENTION, SUPPRESSION UNIT(this A-8 is so TEST OF SYSTEM can be scheduled and witnessed by an FDNY rep upon restoration )
- Issue Forthwith VO (c-19) to provide a fire watch by one or more persons holding C.O.F. for fire guard until system is returned to service, unless vacate order is appropriate
Officer may consult with Fire Prevention or BISP hotline
Upon return to quarters (in regards to the previous slide)…
- Notify ADMINISTRATIVE BC by telephone, (only if Admin BC was not required to respond to scene)
- notify ALL first alarm units by telephone and WRITTEN CONFIRMATION
- forward A-500 report to Division Commander…must have admin. BC and DC endorsements
- for COMMERcial OCCUPANCIES- complete and forward form FPCU 1 to Bureau of Fire prevention Field/Public Operations Support Unit (FPOSU)
Officer on Daily Surveillance Inspection…
- specific provisions being complied with (watchmen)..if not, have BC respond
- have repairs been made
- evidence of work started
- can owner/occupant produce signed/dated repair contract
- is there lack of intent to comply with V.O.-job taking unreasonably long
*procedures above (daily inspection ) should be repeated on daily basis until V.O. IS CORRECTED or until the summons is heard by the CRIMINAL COURT AND ADMIN UNIT RECEIVES COPY OF COURT CASE RECORD
Notified system is BACK IN SERVICE…OFFICER shall cause prompt inspection.?
- remove discs
- notify all first alarm units by phone and writing
- forward A-500
- for commercial occupancies, forward duplicate copy of form FPCU 1, with ‘NOTIFICATION COMPLETION’ box checked, to FPOSU
On receipt of A-200(summons wasn’t corrected during daily surveillance and summons was heard by criminal court) Court Case Record…OFFICER on duty shall reinspect premises…if system is still found to be OOS…
- serve an ADDITIONAL SUMMONS for failure to comply with original V.O.
- request BC and DC to respond
IF sprinkler /standpipe discovered at scened of incident and condition was not previously reported to FD…
-notify IC IC will: -issue summons -issue VO -place disk -if unit is NOT ADMIN unit, officer shall phone officer of admin unit giving particulars and forward copies of A200 (so non-admin officer will give summons/VO) -record entry in journal
Admin Officer shall make necessary notifications from quarters
IC shall forward report to admin DC
