1) Bottom up, little d practices
2) top-down, big D practices
More than simultaneous - they are co-dependent.
social norms depend on law, and some laws, such as Bretton Woods agreement, depend on informal trade practices
But varies by world regions.
Rwanda positive aspects
- Built from destruction after genocide in 1994
- Eg French to English education and multiple women in foreign affairs, law. health etc - start from scratch

Rwanda negative aspects
Growing autocracy around kagame (president) and no freedom of speech
Liberia - two publics
Formality vs informality within law/decision-making
- Customary law vs judicial system - major informalitybias (38% vs 4% for informal customary law)
- Reason: customary is more community based and looks beyond strict black and white policies
Conclusions
Africa needs recognition and support for role of informal ties.
Incorporation of formal law to informal structures and vice versa is necessary (Gregson and Crang)
the five maps - family, technology, youth, nature and commerce - bridges the two publics and compared with SWEDOWis necessary for a bright African future.
