Occupational Standards (OCCSTDS)
The standards define minimum skill and knowledge requirements for enlisted personnel at each pay grade and within each career field.
Basis for implementing and supporting actions for manning, distribution, training and advancement
E-4 and below occupational standards not selected to be taught in A school will be taught in other training environments suck as on-board training, on the job training

OCCSTDS duties and responsibilities
OPNAV - review and approve
Resource Sponsors - review and endorse
Fleet and Type commanders - ensure participation in the Navy job analysis process and the appropriate TRR event. Review proposed OCCSTDS for validity and pay grade responsibility. Coordinate training requirements with NETC.
NAVMAC - ensure OCCSTD reviews are conducted and issued in a timely manner and coordinated with the appropriate TRR event schedule NETC
NETC - develop and implement training to meet the needs of the resource sponsors utilizing selected E-4 OCCSTDs as tasks in the preparation of :
JDTA, training task analysis curricula and feedback systems, nonresident training packages, and rate training manuals.
