What do they argue?
Should not be concerned with promoting equality or equality of opportunity, but training workforce, making sure most able students have talents developed and are recruited into most important jobs. Others prepared for lower-level employment.
What did Chubb and Moe say?
Education school controlled by state and local authorities not best means of achieving aims as imposes single type of school despite wishes and needs of local community. Argue should be a free market in education= independently managed schools and colleges.
Marketization
Process whereby services like education of health that were previously controlled and run by government or local council reduced or removed, and become subject to free market forces of supply and demand, based on competition and consumer choice.
Why do they want marketization?
Seen as producing benefits for both taxpayer and consumers of education= higher quality of education and educational standards, more skilled and qualified workforce.
