a. diplomacy should be more open to public scrutiny and control. Secrecy became problematic
b. The importance of establishing and international org initially called the League of Nations right after WW1 . An inter org acting as an int forum for the peaceful stellemgt of disputes and as a deterrent against another WW by the threat of collective action against aggressors.

4 types of multilateralism
- Universal/global multilateralism (open to all states regardless of geography, size, or regime) eg. UN or WTO
- multilateral multilateralism eg. OECD
- regional multilateralism (more than three countries policy cooprporationa and coordination in a specific region) most often in social economic arenas eg. EU or OAS, NATO, APEC
- minilateralism → the idea is to bring to the table the smallest possible number of countries needed to have the largest possible impact on solving a particular problem eg. G7 (most important industrial countries) that led to the G20 (most important states in economic output) eg. P5+1 to address issue of nuclear development in Iraq.
