(1) Ensure that the proper rater and senior rater complete the report.
(2) Examine the evaluations rendered by the rater and senior rater to ensure they are clear, consistent, and just.
Para 2-19 B (1) What happens if the Rater is no longer eligible to rate the NCO?
- If the minimum rating period has not been met, the period is nonrated.
- If the minimum rating period has been met, the senior rater will perform the rater’s function.

- The death of a Soldier does not require an evaluation report.
- Any previous evaluation report having a “THRU” date prior to the date of a Soldier’s death can still be submitted.
