Tensions between lower and middle class
the middle class was bitter about the middle class growing in wealth and power, so even if the middle class was trying to help them (ie abolish serfdom) they refused to let them help
Revolts in the Turkish Empire, Russian Empire, and India
threats based on religious differences instead of ethnic ones
