Formed in 1960, comprised of technical staff from MI5/6 + GCHQ to handle escalation of RAFTER and ENGULF based operations.
Effect: Broke down barriers previously separating the 3 bodies at a working level. - B. INT resumes to function as coordinated unit.

MI5, as noted by (Wright, 1987) MI5 was slow to modernise.

Zinoviev Letter
A
The Zinoviev letter of 1924, was cited by Labour to be the cause of the collapse of Ramsay McDonalds first labour government. If the claim is true this is a situation where MI5, as a part of the British Defence Forces did not remain apolitical.
