As (Wright, 1987) notes, upon Dick Whites ascendancy to Director General in 1953, he formed a new counterespionage dpt., D branch. This was due to MI5’s relative decline in c.esp ability since it’s famed ‘Double Cross’ operation in WW2 against German intelligence, having receded in relativity to a ‘…more skilled and more numerous Russian Intelligence Service.’
