State the purpose of a Business Case Analysis (BCA).
A structured methodology to facilitate its decision-making process. It is a continuous process from conception of an alternative or solution to implementation.
Explain the purpose of the executive summary of a BCA.
Summary of the key highlights. Reader should be able to understand what the project is about. improve efficiency and/or effectiveness of the government.
Describe how strategic alignment is important in a BCA.
Aligns with the overall business plan of the Navy. It identifies the level of impact (high, medium, low) on achieving its goals.
Explain what analysis of alternatives does.
It provides the reader with rationale to why some have been eliminated as viable alternatives. Includes a “do-nothing” option.
Discuss risk assessment in decision making of a BCA.
Provides the reader with an understanding of the risks. Must be performed as a component of the BCA.
Explain how cost benefit impacts a BCA.
The reader can easily understand and compare expenditures to the expected financial and non-financial benefits for each viable alternative.
Explain the final stages of a BCA
Conclusion and recommendations: Provide selected alternatives in terms of impact, risk and cost/benefit.
Implementation Strategy: Ensure understanding of resource allocation (people, dollars, time).
Review and approval: Whom and how the case has been resolved and approved as well as the final outcome.
