What are the three stages aid can be divided into?
Emergency aid (Response), Short-term aid (Recovery) and Longer-term aid (mitigation / preparedness) and this is linked to the hazard management cycle

The American Red Cross appeal for Japan in 2011 was crucial for recovery
Give an example of where aid hasn’t been successful?
Haiti 2010 - Scandals of Oxfam aid workers sexually exploiting survivors
Haiti 2010 - UN workers accidentally brought cholera into the country resulting in 10,000 deaths by 2020
How may insurance modify loss?
Governments may promote insurance such as regulating its cost as it supports recovery but LIC’s may not benefit from this if it is unavailable / unaffordable such as in Haiti 2010 that saw a huge protection gap
What is a protection gap?
Uninsured losses (difference between insured losses and economic losses)
What percentage of economic losses were uninsured in Haiti 2010?
99% compared to 20% in Christchurch 2010
What is community action?
Locals are often the first responders launching search and rescue and can support rescue and aid workers e.g. via Ushahidi
