In contrast modern had no doubts that only a larger state could repel the socio-economic threats to freedom + individualism.
While enlarged state requires some individuals to to sacrifice some fo their earnings other than the state in the form of progressive taxation..
Those same individuals could still be persuaded this was good + necessary. That being so, Rawls argued enabling state perfectly consistent w liberal principle of Gov by consent.
