Harm principle
Free to do anything but harm others.
Only situation where power can be rightfully excercise in a civilised community over anyone (against their will) is to prevent harm to others.

Self-regarding- only affect individual responsible.
Other regarding- others.
Plural voting system
Educated individuals have more votes.
Developmental individualism- education to be free as need it to effectively use rights.
Elected officials
Independent thinkers who exercise own judgement and present majority views.
