What is property accountability?
Obligation of a person to keep records of property, documents, or funds
What is property responsibility?
- The relationship between people and the property under their control.
- Will be assigned and acknowledged in writing for all property recorded in the property book
What is the supply economy?
- Only the proper item in the necessary amount is used to accomplish a task
- “Waste not”
- aka “stewardship of resources”
What are the three types of property classification?
Expendable
Nonexpendable
Durable
What is the responsibility of the property officer?
- Tracks all the unit’s property
- Inventory conducted at least once a year
- Responsible for this property until he assigns the responsibility to somebody else by hand receipt
- Ensures PHRH signs for property
Define command responsibility
- obligation of a commander to ensure all Government property within their command is properly used and cared for, and that proper custody, safekeeping, and disposition are provided.
- Command responsibility is inherent in command and cannot be delegated.
Define supervisory responsibility
- obligation of a supervisor to ensure all Government property issued to, or used by their subordinates is properly used and cared for
- arises because of assignment to a specific position
- is not contingent upon signed receipts or responsibility statements and cannot be delegated
Define direct responsibility
- Obligation of a person to ensure all Government property for which they have receipted, is properly used and cared for
- results from assignment as an accountable officer, receipt of formal written delegation, or acceptance of
the property on hand receipt - can not be transferred
Define custodial responsibility
- Obligation of an individual for property in storage, awaiting issue, or turn-in to exercise reasonable and prudent actions to properly care for or disperse property
- Results from assignment as a supply sergeant, supply custodian, supply clerk, or warehouse person
Define personal responsibility
Obligation of a person to exercise reasonable and prudent actions to properly use, care for, safeguard, and dispose of all Government property with or without receipt
Define supply discipline
- Maintaining compliance with established DA regulations to administer supply economy effectively
- Applies to the use of supply funds
Define non-expendable items
- Personal property that is not consumed in use and that retains its original identity during the period of use
- Requires formal accountability throughout the life of the item
- i.e. serialized items
Define durable items
- Personal property that is not consumed in use and that does not require property book accountability but
- Because of its unique characteristics, requires control when issued to the user
Define expendable items
Property that is consumed in use, or loses its identity in use, or items not consumed with a value less than $300
What is MEDCASE
Medical Support Equipment Program - A centralized funding program providing the investment of capital expense equipment required for Army health care activities at fixed Army Medical Treatment Facilities (MTFs) throughout the world
What is CEEP
Capital Expense Equipment Program - for capital items less than $100,000 and utilizing local funds
What is SuperCEEP
For capital items more than $100,000 up to $250,000
What is an MTOE unit
Modified Table of Organization and Equipment (has a wartime mission)
What is an TOE unit
Table of Organization and Equipment (has no assigned wartime mission)
What is a TDA unit
Table of Distribution and Allowances (non-deployable unit)
Who is the Primary Hand Receipt Holder?
The Commander
What form number is a Hand Receipt?
DA 2062
What is a hand receipt used for?
- Record issue of property book and durable items
- Original kept by Property book officer, copy to receipt holder
- Must be kept current
What is a DA 3161
- “Request for Issue or Turn-in”
- Used for temporary issue of property 30 days or less
- Can be used as a change document for a DA 2062 for 6 months or less
Change of Command Inventory requirements
- Update all signature cards
- Assumption of Command orders - who is authorizing signature cards
- Ensure property is on hand, serviceable, safeguarded
What is a cyclic inventory?
Periodic partial inventory of items (10% per month, 25% quarterly, etc)
Sensitive Items Inventory
Sensitive items inventoried at least quarterly, explosives inventoried monthly
(DA PAM 710-2-1)
OCIE Inventory
- “Organizational clothing and individual equipment”
- Semi-annually (annual NG)
What is a cash purchase relief of responsibility?
Voluntary purchase of replacements for lost or
damaged hand tools or OCIE from the SSSC or CIF
- Total cost of controlled items (PA&E, ie weapons) plus
- Total cost of other equipment or property (OEP) or one month base pay (whichever is less)
