If 24s fails to start once the ball is legally touched from a throw-in
the clock will be adjusted accordingly and the ball inbounded on the sideline nearest POI (p.42)
If the 24s or game clock starts following a throw-in that is not legally touched then
The ball is returned to the original throw-in spot and the original time is put back on the clocks (p.42)
0.3s must from the game clock when:
- A ball thrown inbounds then instantly hit OOB
- For a player to gain possession of an unsuccessful FTA and the request a timeout

No less than 0.1s must expire on the clocks:
For a player to score on a high lob (touched immediately) or tap the ball into the basket
At least 0.3s must be on the clocks
During a throw-in or unsuccessful FTA for a player to secure possession and attempt a FG
