Not all crime is reported.
Looked at different police areas; found different recording rates between police forces; Nottingham police report all minor theft. Staffordshire do not record minor theft - lower crime rate compared to Nottingham - published unofficial figures.

“Dark figure of crime” - covers unreported and unrecorded crime.
Some may be unreported due to mistrust of police or its family members or its “trivial”.
Unrecorded - people sometimes withdraw charge, lack of evidence, police recording rules.
