What is RICS Property Measurement 2018?
RICS Professional Statement
- Global led initiative introducing IMPS and practices aiming to provide consistencies within definitions of measurement
- Aims to provide greater global transparency
- Members are encouraged to report on a dual basis until IMPS is fully embedded into market practice
What are the general principles within RICS Professional Statement Property Measurement 2018?
Mandatory for all members when measuring offices or resi (unless a client provides instruction to use an alternative) to provide:
- a date of when the measurement was undertaken
- state the measuring methodology
- Provide the reference and scale of any plans used
- State the conversion factor and highlight any rounding
- Measurements must be cleared documented
- Retain a record of member responsible
What does Paragraph 1.2 within the PS 2018 state?
It states that ‘members are expected to advise their client on the benefits of using IMPS however it is understood that IMPS is not suitable in all circumstances. Members must state their reasons for departure’
Also states that IMPS is mandatory for reporting of resi and offices
What are the definitions of IMPS in Office buildings?
IMPS1 (GEA) - for planning and building costs
IMPS2 (GIA) - for agency and valuation
IMPS3 (NIA) - for agency and valuation
What is IPMS1?
- Used for measuring the area of the building including external walls on a floor-by-floor basis
What is IPMS2?
- Used for measuring the interior of an office to include all areas available for direct use, measured to the IDF on a floor by floor basis in component areas
What is IPMS3?
- Used for measuring the occupation of floor area in exclusive use, measured to the IDF on an occupier by occupier basis
What is the IDF?
Internal dominant face
- inside finished surface comprising more than 50% of the floor to ceiling height
What are the inclusions and exclusions for IPMS1?
Included but stated separately:
- Covered galleries
- Balconies
- Generally accessible roof terraces
Exclusions:
- Upper void levels of an atrium
- Open external stairwells
- Patios or external parking
What are the inclusions and exclusions for IPMS2?
Included but stated separately:
- Covered galleries and balconies
- Generally accessible roof terraces
Exclusions:
- Open light wells
- Patio and decks at ground level
- External parking and yards and refuse areas
What are the inclusions and exclusions for IPMS3?
Included but stated separately:
- Covered galleries and balconies
- Generally accessible roof terraces
Excludes:
- Standard facilities (shared or common parts e.g stairs, lifts, WCs, cupboards)
What are the difference between IPMS3 and NIA?
Within IPMS:
- Perimeter measurements are taken to the IDF
- No exclusions for restricted height of less than 1.5m
- All columns are included
- On floors of multiple occupancy, area is taken to midpoint of the partition wall between tenancies
- Covered galleries and balconies are included but stated separately
What is the RICS Code of Measuring Practice?
Best practice document for all measurement except offices and residential
- Provides precise definitions to ensure a common and consistent approach to measurement
What are the bases of measurement within the Code for measuring practice and what are they used for?
GEA - town planning, council tax valuations and building cost estimates
GIA - agency, rating, building cost estimation, valuation of warehouses / industrial
NIA - agency, rating, building cost estimation, valuation of shops
What are the approximate deductions from GEA to GIA to NIA?
GEA to GIA - approx. 2-3%
GIA to NIA - approx. 15%
