What is the RICS PS Property Measurement 2018?
- Global led initiative introducing IPMS and practices
- To avoid global inconsistencies in definitions of measurements and bring greater global transparency
What are the principles of measurement within the PS?
Mandatory for members when measuring office and resi to comply with:
- Provide a written date of when measurements undertaken
- State measuring methodology accepted
- Provide a reference and scale of plans
- Document clearly the measurements
- Retain a record
When are IMPS1-3 used?
IPMS1 - Offices - for planning and building cost purposes
IMPS2 - Offices - for agency and valuation purposes
IMPS3 - Offices - for agency and valuation purposes
What is IMPS1?
Relates to GEA
- Used for measuring area of building including external walls on floor-by-floor basis
Includes:
- Covered galleries, balconies and roof terraces
Excludes:
- Upper void levels of an atrium
- Open external stairwells
- Patios, refuse areas and external parking
What is IPMS2?
Relates to GIA
- Used for measuring the interior of an office to include all areas available for direct use, measured to the IDF on a floor by floor basis
Includes (but stated separately):
- covered galleries and balconies, roof terraces
Excludes:
- Open light wells, patio and decks at ground level, external parking and equipment yards and refuse areas
What is IPMS3?
Relates to NIA
- Used for measuring the occupation of floor areas in exclusive use, measuring to IDF
Excludes:
- Common or shared facilities, stairs and lifts
What is the difference between NIA and IMPS3?
- Perimeter measurements taken to IDF
- No exclusions for restricted height of 1.5m
- All columns are included
- Floors of multiple occupancy, area is taken to midpoint of the wall
- Covered galleries and balconies for exclusive use are recorded but stated separately
What is the RICS Code for Measuring Practice 2015?
- Best practice document for all properties expect office and residential
- Provides precise definitions to ensure a common and consistent approach to measurement
What are GEA, GIA and NIA used for?
GEA - town planning, council tax valuations and building cost estimates
NIA - agency, valuation and rating and building cost estimation but for shops
What is GIA used for?
GIA used for Industrial / retail warehouses
