Convert
For a.m times, if time has 3 digits, add 0 to beginning (ex. 8.12 am 0812)
For times between 12 and 1, replace 12 with 00 (ex. 12:41 is 0041)
For p.. times, add 12 to hour number (3.40p.m = 1540) except times btwn 12 and 1 which do not need further change

Convert
To convert from 24 hour to 12 hour time, at a colon between the second and third digits if the first two digits are less than 12, a.m., otherwise PM if the first two digits are zero the hour becomes 12 AM (ex 0020 becomes 12:20 am)
If only the first digit is zero, remove it (ex. 0730 7:30am)
if the first two digits are greater than 12 subtract 12 (ex 2325 11:25 pm)
