Incident Commander Responsibilities (Mass Arrest)
- Ensure the deputies on-scene have completed their duties
- Establish ICP (Consider Unified CP), Staging Area and Processing Area as needed
- Complete IAP, when needed
- Organize teams and resources for field booking process
- Make notifications to Corrections for processing and transportation support
- Designate separate processing areas for four groups (AM, AF, JM, JF)
- Obtain tactical/intelligence info (# of participants, weapons/hostages, situational maps)
- Arrange for security of public facilities, as needed
- Divert traffic/entry into area
- Consult with SAO/Agency Counsel, as needed
- Debriefing/AAR (Forwarded to Sheriff/QAAU)
- Staff Page, as needed.
- Significant Event Log, as needed.
- Follow-up Documentation (Commendation/Training)
Pre-Arrest Considerations
Supervisors will attempt communications with demonstration leaders to facilitate negotiations and maintain the peace. Demonstration leaders who refuse to communicate and violate the law will be the first to be arrested.
The Incident Commander (IC) should consider the following order of application when determining the level of force to authorize when managing a crowd. (The Incident Commander may bypass one or several levels immediately, based on the resistance encountered.)
(1) . Show of force;
(2) . Ultimatum to disperse and leave the area or face arrest;
(3) . Use of tactical formations;
(4) . Use of chemical agents or less-lethal munitions by specially trained, authorized members. (OC spray carried by deputies is not a chemical agent for purposes of this policy.); and
(5) . Use of straight or asp baton.
Action Considerations
ERT may be activated and would constitute a Level Two Mobilization (Major or above)
The Incident Commander (IC) may establish a police line to isolate an area due to actual or potential unlawful activity.
The Incident Commander (IC) will direct that violators be arrested if the crowd refuses to disperse after a reasonable time following the final warning.
If an arrestee is seated and agrees to walk, he or she will be led from the crowd to the designated location by the arresting deputy. Not less than two deputies will carry an arrestee who is seated and refuses to walk.
Mass Arrest (Deputy Considerations)
- Laws/Ordinances will be enforced, unless there are a mass of violations compared to available LEO.
- Discretion will be used regarding arrests until the Sheriff consults with SAO.
- Deputies will remain professional/impartial and will not engage in demonstration related topics with participants.
- On-Call Court Services Section/Lieutenant may be contacted for transport of six or more prisoners at once.
- Medical evaluation should be done @ processing area.
Mass Arrest (Deputy Duties)
- Secure area/evacuate injured and render aid.
- Complete PC Affidavits
- Collect and preserve evidence
- IC will designate specific tasks:
A. Mobile Field Force
B. Make Arrests
C. Provide Security at designated areas
D. Traffic Control
E. Other as directed
Mass Arrest (Other Considerations)
- Forensics will video recordings of arrestees at processing areas.
- Evidence will provide secure area for evidence preservation.
