What are the two main functions of a CAMO?

A
  • To develop a Continuing Airworthiness Management Exposition, which specifies the procedures necessary for conducting the various maintenance activities on the aircraft described in the SoM.
  • To co-ordinate the arrangements set up in the Exposition for the control of all maintenance on the aircraft and ensure the continued airworthiness of the aircraft on behalf of the Operator and the Aircraft Registration Holder.

What must be in the maintenane control manual

A
  • Have a statement that commits to provide Continuing Airworthiness (CA)
  • Detail a scope of CA management services CAMO is approved to provide
  • Identify Names of Individuals for (1) Accountable Manager (2) Responsible Manager (3) Quality Manager
  • Show an Organisational Chart of the CAMO-chain responsibility (not necessarily chain of command)
  • Have a description of the CAMO’s facilities and equipment
  • Identify Airworthiness Review Employees
  • List Maintenance Program Approval employees
  • Identify procedures for making changes to the exposition
  • List procedures that specify how CAMO ensures compliance with CASR Part 42 i.e. QUALITY SYSTEM or Internal review process

A

• Carry out “independent Audits to monitor:
(a) CAMO’s compliance with CASR Part 42
(b) Adequacy of the CAMO’s procedures
(c) That the standard of Maintenance being
carried out on the aircraft meets the requirements of CASR Part 42
• Record all Audit Findings
• Report audit findings and implementation of Corrective / Preventative actions to the Accountable/Responsible Manager Seek feedback about CORRECTIVE and PREVENTATIVE Actions implemented

  • Sufficient knowledge of the Continuing Airworthiness Management Exposition
  • Sufficient knowledge of the Operator’s approved System of Maintenance

Under CASA Regulations, if you are a Pilot in Command of a Class “A” aircraft, there are certain maintenance responsibilities that must be exercised. What are they?

A
  • You cannot commence a flight unless there is a valid Certificate of Airworthiness aboard. The Certificate of Airworthiness is valid if there is no statement to the contrary on the Certificate of Release to Service (CRS) / Maintenance Release(MR). A check of the CRS/MR is usually sufficient to confirm validity and ensure that all defects have been recorded.
  • You must not permit anyone to carry out maintenance on the aircraft except a person who is permitted under CAR 42ZC and 42ZD or an AMO approved under Part 145.
  • You can carry out maintenance only as specified in the Aircraft’s System of Maintenance. If maintenance is carried out by you, the CRS/ MR must be certified. It should be noted that the signing of the Maintenance Release is not restricted to LAMEs. Pilots may also sign a MR
