Public assistance
These are the programs, services, and other activities provided under various auspices to concretely answer the needs and problems of the members of society. Social welfare would be meaningless term without this.

Humanitarian
This is based on the recognition that needy, deprived, or disadvantaged groups may strike out, individually or collectively, against what they consider to be an alienating or offending society.
Society therefore has to secure itself against the threats to life, property, and political stability. Social services to dissidents and to juvenile and adult offenders exemplify the social control goal of social welfare.

Situational inadequacies
This refers to a system where the government or a well-established network of social institutions plays a key role in protecting and promoting the economic and social well-being of citizens by striving to provide equal opportunities, equitable wealth distribution, and public responsibility for all constituents.
