-Sudan supports it, as they are trying to increase their agricultural sector, and will irrigate crops using it, as they are between Ethiopia and Egypt
-Ethiopia will use for hydroelectric power
-will hold a years worth of river flow, so less passes down to Egypt, which relies on the Nile for agriculture
-not helped by arguments between Egypt and Sudan
