FISE includes the provision of information about conditions - ALONG THE ROUTE OF FLIGHT - that are likely to make operations unfeasible or hazardous.
PBS is to ensure that pilots receive all pertinent aeronautical and meteorological information prior to flight.

Both are provided by Flight Service Specialists working in FICs.
