Blacks were less educated than whites
White Southern registrars manipulated the tests by asking impossibly detailed questions on state constituencies.
How did the ‘Grandfather Clause’ stop blacks from voting?

Introduced to help the poor whites to vote
Meant that a man could vote if he could prove that an ancestor had voted before reconstruction.
Majority of blacks were slaves therefore did not vote and didnt have the documentation.
