What are the 3 different types of bills
Private members- made by a backbencher
Public- for everyone
Private- for individual or small group
What are the 8 stages off making legislation
Pre legislative
First reading
Second reading
Committee stage
Report stage
Third reading
Repeat stage
Royal assent
What happens in the pre legislative stage
Consultation stage
Green (consultation paper) and then white paper (firm proposals) published
People affected by the bill can add their concerns to the green paper
What happens in the first reading
Title of bill read out
Creates awareness of the bill
People can prepare debates now
What happens in the second reading
Main debate happens
Questions are asked and answered
Vote is taken at end
What happens in the committee stage
Bill scrutinised by group of 16-50 mps
Examine and make amendments to bill
What happens in the Report stage
Committee report back to the house
Each change is debated then voted on
What happens in the third reading
Final reading of the bill
Bill but before house for final vote
No changes can be made except SPaG
What happens in the Repeat process
Bill will pass through the same stages in the other house
If the HOL change anything it is sent back to the HOC for them to agree or disagree with
Could cause ping pong effect
HOL cant overpower HOC if they want it through though- parliament acts 1911 and 1949
What happens at royal assent
Monarchs approval of the bill
Only have short title
Becomes act of parliament after this
Last monarch to reject something was Queen Anne 1707 Scottish militia bill
Advantages of the legislative process
Long and through process
People making it at democratically elected
Green paper allows public to voice opinion’s
Disadvantages of the legislative process
Time consuming
HOC not representing a cross section of society
Lack of accessibility- too many acts
