He made his career in the communist secret police and was head of the NKVD. He was then rewarded with deputy prime minister in 1941.

He was an old Bolshevik and served as minister of foreign affairs from 1939-49.

He served in Stalin’s state defence committee and in 1947 became Minister for the armed forces.
