what is policy transfer?
a process by which knowledge about how policies, administrative arrangements, institutions and ideas in one political setting (past or present) is used in the development of policies, administrative arrangements, institutions and ideas in another political setting.
what are three types of policy transfer?
Contents (thematic policy) –> clusters, campus, blockchain, lightrail, cycle highways
Policy process –> participation
Institutional/ideational –> polder model, triple helix, economic board
Why policy transfer between countries
Learning from ‘success stories’
Not ‘reinventing the wheel’
Sharing tools and subsidy opportunities for policy-making
Creating ‘networks of practices’ to make good policies contagious
Save money and time
transferability of best practice
Depends on the extent to which practices can be made transferable (scripted for policy learning), and the extent to which it becomes visible and appealing from its own context (eg Barcelona superblocks, brainport Eindhoven).
