What was the problem of Japan in the Great Depression?
Japan exported most of its raw materials from China and the USA, and during the Great Depression the tariffs were increased by the USA and China. So, Japan was barely managing to feed its large population.
What was the solution that Army leaders thought of in Japan?
They thought to expand Japan, so that Japan could provide resources for itself.
When was Manchuria invaded?
In 1931
What was the the excuse used by the Japanese army to invade Manchuria?
That Chinese troops attacked the South Manchurian Railway that was controlled by Japan.
What did China do?
It appealed to the League.
What did the League do?
Britain and France were unwilling to act, as they did not want to provoke a war with Japan (for its own interest). The league sent Lord Lytton to make a report, this report took over a year to do, and it clearly sided with China. Therefore the League ordered Japan to move out of Manchuria.
How does Japan respond?
It leaves the League of Nations in February 1931, and a week later it invades the Jehol province (a province in China).
What did the League do to this second invasion?
The league was powerless. It thought about economic sanctions, but they would have been ineffective without the USA helping. The league also thought about banning arms sales to Japan, but some members disagreed, as they thought it would escalate the situation. Britain and France did not even consider military input.

Prohibition of bombing civilians, limiting the size of the artilleries, banning chemical warfare
