Describe GIVE WAY
When 2 boats are approaching eachother, one has the right of way.
Powerboats must give way to those on starboard side
When meeting head on PB must turn starboard
Who has Right of way when powerboat meets sail
Power boats must give way unless overtaking
Who has right of way of sail meets sail
Sailboat must give way to another sail boat if wind is blowing from its port or if it is windward (up wind) to the other sail boat
Describe 22.16 Maritime NZ rule
Every vessel which is directed to keep out of way of another must, so far as possible, take early & substantial action to keep well clear
Describe STAND ON
If one of 2 vessels is to keep out of way the other must keep its course and speed.
If the stand on vessel sees that the other is not taking appropriate action to give way, the stand on vessel must take appropriate action to avoid collision by its manoeuvre alone.
OVER TAKING
1) vessel over taking must keep out of way of over taken vessel
2) overtaking considered when a vessel is coming up on another vessels from a direction of 22.5segrees a aft it’s beam
3) if in any doubt as to whether it is over taking another, it must assume that it is and act accordingly.
Collision prevention
1) every vessel must use all available means appropriate to the prevailing circumstances and conditions to determine if the risk of collision exists.
2)proper use/fitting must be made of radar equipment. Scanning to obtain early warning of collision risk
3) assumptions must not be made on the basis of scanty information ie radar
4) determination of risk must be considered if compass bearing of approaching vessel does not appreciatably change. Or if it does.
ACTION TO AVOID COLLISION
1) any alterations to course to avoid collision be large enough to be visually apparent to another vessel on radar (avoid small alterations)
2)if sea room allows it alterations are made; in good time, substantial, does not result in another close quarter situation
3)action must result in passing at safe distance, must be checked in monitored until the other vessel is past & clear
4)if necessary to avoid or allow more time to assess, slower passage/reverse
To avoid collisions what factors are to be considered
1)must have lookout
2)must move in safe speed
3)must be aware of manoeuvring/warning signals
4)proper action/risk assessment
5)responsibility
What does 5 rapid blasts mean
What are you doing? I’m doubt of action of another vessel
What does 2 prolonged blast followed by 1 short mean
I intend to overtake you on your starboard side
What does 2 prolonged blasts followed by 2 short mean
I intend to overtake you on your port side
In a narrow channel if a vessel requests to overtake another, the overtaken vessel is required to respond in agreement - what is that signal
