They have screened workers and can provide them to you > can send different workers

You can outsource a specific department
Completely handing off the department to someone else
You do not build up any tenure

Within 2 months you need a contract (formal requirement) needs to include, written statement:
name, address, starting date, how long, position, where, salary, collective agreement
