O believers! When you rise up for prayer, wash your faces and your hands up to the elbows, wipe your heads, and wash your feet to the ankles.
Allah gave this order specifically, and it is confirmed by the actions of the Prophet ﷺ.
If limbs dry due to stopping and doing something else, wudu must be made again.
الْمُوَاﻻَةُ refers to continuity in washing the limbs during wudu.
