Unlike China Japan did not give out government jobs based on merit most of the officals were sons from noble family

By 860, the emperor was no longer the ruler the Fujiwara were running the country

The emperor was a figurehead (symbolic leader) while someone else was really in control

They would envied and resented the Fujiwara’s power

Minamoto warriors defeated Taira forces in a final clash at sea
Taira and Minamoto did what
