Logic behind the statement?

on one hand Govt. is giving various subsidies like MSP, fertilizer, electricity etc. but on the other hand due to flawed policy of Govt. (regulated markets like APMC), Indian farmers are not able to fetch proper price which they could have if there would have been enough mandis and fair competition and no intermediaries. So, effectively Indian farmers are loosing [i.e. LOSS OF VALUE/PRICE > SUBSIDIES] hence they say “Indian farmers are net taxed”.
