Compliance in NZ is required by the MTA 1994
Who does the ISM Code apply to?
SOLAS Ships and ships over 45m in length that proceed beyond restricted limits.
Vessels of 500GRT and over
What does the code require the company to have in place?
Company environment & safety policy
Organisational structure & operation
Operational procedures for preparedness and response to emergencies
Accident & Non-Conformance reporting/response
Procedures for internal audits & management reviews
What Certificate will be issued on completion of successful ISM Audit?
Document of Compliance
- This will be applied for on completion of implementing a SMS complying with the requirements of the ISM Code
What is the validity of the Document of Compliance?
Not exceeding 5 years
Subject to annual verification
What would be the purpose of an interim DOC?
-An Interim document of compliance certificate is issued to a company when it is newly set up or is in a transition state.
-A company might also be issued an interim DOC if it adds a new type of vessel in its fleet or when a ship changes flag.
-The concerned company is then required to present an SMS implementation plan. A time period of 12 months is then given to comply with the ISM requirements.
-The company with interim DOC shall undergo an initial audit within the 12 months period validity period of the document.
-For a new company, a further document review is required prior to conducting an audit by the administration.
-In case if a new ship is added to the fleet the company shall undergo additional audits within 12 months; the validity period of interim DOC.
What is the DPA’s role in relation to the ISM Code?
They have direct access to the highest levels of management
Monitor and verify objectives (safety & Pollution prevention)
Ensure resources & support are provided to the vessel
What is the Masters role in relation to the ISM?
Implement the ISM
Motivate the crew in observance of the Policies
Ensure it is understandable to the crew
Verification that specified requirements are upheld
Carrying out of Internal Audits including review of the ISM
Masters Authority in Relation to the ISM?
This must be stated clearly in the SMS. Master shall have overriding authority for the safety of the vessel.
Audits - Who is responsible for carrying out Audits of the SMS?
Internally - This schedule will be developed and implemented. This schedule will be accepted by the Administration
Auditors are required to have an appropriate level of Competency -
Who would be some possible auditors of both Internal & External?
Company Managers - For example the DPA for an internal ISM Audit or HSE Manager
Masters / CE’s & Senior Officers - Internal Navigation Audit for example
External ISM Audit - Surveyor
How is a Non Conformance reported & delta with in your company?
We have pro forma for reporting Non Conformance.
It is then tracked through until a Corrective Action Request is raised. This may include assigning work orders in the planned maintenance system if it is maintenance related NC
There will be a timeframe for completion - dependant on the classification of NC (Major/Minor)
