1903 land purchase act

A

tenants could borrow all the money to buy thier land then pay 3.25% of what they had borrowed for 68 years - less than their normal rate
landowners would get 12% above normal market price for the land
far more tenants brought their land than ever before

conservatives had made a permanent alliance with the liberal unionists - weakened libs and helped cons stay in power

why did the liberals first delay and then introduce home rule?

A

Campbell-Bannerman didn’t want Home Rule and instead wanted step-by-step moves to self-government
didn’t depend on Irish support due to large majority in 1906 election
introduced Irish Council Bill in 1907 but Redmond didn’t like it
lost their parlimentary majority in 1910 and needed Irish MPs support with the 1909 budget so granted Home Rule
