- Humans are more important that hardware
- Quality is better than quantity
- Special Op Forces cannot be mass produced
- Competent Special Ops Forces cannot be created after emergencies occur (can’t be trained on short notice)

- Are low-visibility when required
- Have a minimal signature/small footprint
- Are used to foster habitual (indigenous) relationships
- Are used to employ precise and timely DA
- Language trained/Regionally aligned
- Culturally astute/Politically nuanced
- Trained in mediation and negotiation
- Mature in experiences and years/Expected to operate autonomously
- Proficient at inter-organizational coordination
