What is meant by “Operating License”
NRC permission to operate PV. When requirements of 10CFR50.57 are met, NRC issues license. Valid for 40 years and a copy is in front of Tech Specs.
Each license has 2 appendices:
A- the Tech Specs
B-Environmental Protection plan
FSAR
FSAR submitted with application for license. Once it receives license it submits an updated FSAR called the UFSAR
Licensing basis- the body of information describing the facility and conduct of operations which has been evaluated by the NRC and relied upon for as basis for meeting applicable regulations
Design Basis- the information which identifies specific functions to be performed by a SSC of a facility and the specific values or range of values for controlling parameters as reference bounds for design.
Technical Specifications
Safety Limits-protect integrity of the physical barriers that guard against the uncontrolled release of radioactivity
Limited Safety System Settings-settings of automatic protective devices related to those variables having significant safety functions. Setting must be so chosen that automatic protective action will correct the situation before safety limit is exceeded
Limited Condition for Operation- lowest functional capability or performance level of equipment required for safe operation of the facility
Purpose of Tech Specs
- Define safety limits for plant operations
- place time limits on allowed degraded conditions
- place mandatory surveillance requirements on equipment
- define design requirements of the plant
- designate admin controls related to plant ops and surveillance requirements

Plant modes
Mode 1- Power Operations >5%
Mode 2-Startup- crib but <5%
Mode 3- Hot Stby- s/d Tc>350
Mode 4- Hot S/D-350>Tc>210
Mode 5- Cold S/D- Tc<210 all bolts tensioned
Mode 6- Refueling, 1 or more bolts less than full tens
Mode- any one inclusive combination of core reactivity condition, power level, Tcold, and RX vessel head bolt tensioning specified in Table 1.1-1 with fuel in RX vessel
Safety limits
In modes 1 and 2:
- DNBR shall be maintained >1.34
- PCT<5080F decreasing by 58f every 10k mwd/mtu
These protect the fuel/cladding . If either are violated, restore compliance and be in mode 3 in 1 hour
-In mode 1-5, RCS press shall be maintained less than 2750 Psia. Protects RCS integrity. If violated in mode 1 or 2, restore compliance and be in mode 3 in 1 hour. In Mode 3-5, restore compliance in 5 min
Some definitions
Operable-Operability: a system, subsystem, train, component or device shall be OPERABLE when it is capable of performing its specified safety function and when all necessary attendant instrumentation, controls, normal or emergency power, cooling and seal water, lubrication and other auxiliary equipment that are required for the system, subsystem, train, component or device to perform its specified safety function are also capable of performing their related support function
