What are the 2 categories of interpersonal relationships?
Romantic and Personal
- Romantic - Sexual or amorous relationship
- Personal- Non-intimate, non-romantic
What are the 3 categories of relationships and which ones are appropriate and inappropriate
Appropriate
1. Acceptable
Inappropriate
- Unacceptable (Violates Unit Policy)
- Prohibited (govern by UCMJ)
Define Acceptable Relationship
Does not in actuality or have the perception of
a. Jeopardize the members impartiality (superior/subordinate relationship)
b. Undermine respect for authority
c. Result in members improperly using relationship for personal gain or favor
d. Violate the UCMJ (title 10)
Examples of Acceptable Relationship
- Crewmembers going on “OCCASIONAL” outings
2. Members exercising together
Define Unacceptable Relationship
Inappropriate and not allowed under service policy. Resolution is normally administrative and relationship must be terminated otherwise resolved once recognized.
Examples of Unacceptable Relationship
Inappropriate and not allowed under service policy. Relations must be terminated and punitive measures will be taken.
a. Jeopardizes members impartiality
b. undermine respect for authority
results in improperly using relationship for personal gain or favor
c. violate the UCMJ
A romantic relationship is an example of unacceptable when
- Supervisor/Subordinate
- CPO/ Junior enlisted
- Assigned to same cutter or shore unit under 60 persons
- relationship disrupts effective conduct of daily business
What are examples of inappropriate relationships
Supervisors and subordinates:
- in private business together
- Romantic relationships
- gambling together
* *gift giving, duty preferences
What is the definition of a Prohibited relationship?
Relationship that violates the UCMJ
- sexually behavior aboard a cutter or cg workspace
- romantic relationships between officer and enlisted outside of marriage
- personal and romantic relationships between instructors and students at a training command.
- Fraternization between officers and enlisted
What are examples of Prohibited relationships
- Intimate behavior on CG property

What article of UCMJ does Fraternization or Adultery fall under?
Article 134.
States: Fraternization is a violation of the Uniform Code of Military Justice (UCMJ). It falls under a subparagraph of Article 134 and is defined by the Manual For Courts-martial (MCM). According to the MCM, the “elements of proof” for the offense of fraternization are:
- That the accused was a commissioned or warrant officer;
- That the accused fraternized on terms of military equality with one or more certain enlisted member(s) in a certain manner;
- That the accused then knew the person(s) to be (an) enlisted member(s);
- The Association violated a “custom of the service”
- Under the circumstances, the conduct of the accused was prejudicial to good order and discipline
Officer/Enlisted relationships are ok if they do not:
- Jeopardize impartiality
- Undermine respect for authority or
- result in use of relationship for person gain
What factors need to be considered when assessing the propriety of the relationship?
- Organizational relationship between members
- Rank and Status of individuals
- Character or relationship
