Pre-Investigation;
A
- Stop the action immediately if not already stopped
- Meet with commander to formulate a plant to conduct an investigation in accordance with HPM 10.2

Investigation:
A
- Begin a chronological log and investigative file.
- If necessary I will travel to the scene and take pictures
- obtain warrants as necessary
- If criminal allegations I will check with allied agencies and the DA with jurisdiction.
- I will attach the criminal investigation as an exhibit to the administrative investigation.

Documents (PEES):

- Review Policy
- Review Employee MOU
- Review Employee personnel file (History, MOD’s, Form2, arrest reports, citations, 100 forms, 118.
- Supervisors - discuss situation

Evidence:
A
- Collect any and all evidence per HPM 70.1
- 36 forms - will not have officers identifying information (MVARS, videos, pictures, audio recordings

Interviews:
A
Interview and record all witnesses (may need to transcribe)

Administrative Interview:
A
- Not violate POBR (make sure rep of choice present)
- Give reasonable advance notice. Preferably during shift hours.
- Provide ID, name and rank of Interrogators.
- Record interview (two recorders) allow employ to do the same.
- Reach CHP 8 and provide scope of the interview making sure not to limit myself but will be specific
- In criminal conduct revealed, stop interview, advise miranda
- advise employee not to discuss
- If multiple employees, schedule consecutively
Offer EAP/Peer support

Management to determine outcome:
A
- Forward investigation to commander
- Forward file to IA within 60 days
- AA, Rejection during probation, Miscellaneous investigation, Non-punitive termination
- If AA six outcomes - Formal written reprimand, reduction in salary, suspension involuntary transfer, demotion, dismissal

- Provide continuous training through, SROVT, Briefings, training days and ride-a-longs
