The department has adopted….
The Department has adopted a nationally recognized emergency management system known as ICS. The National Incident Management System (NIMS) and State Emergency Management System (SEMS) require the use of ICS at the field response level for all incidents. The MISSION of the CHP is to provide the highest level of Safety, Service and Security. Our ultimate purpose is to save lives and through the use of Strategic Planning we can accomplish our mission. Strategic Plan Goal # 1 is to (Protect Life and Property)
Policy
HPM 50.1 (Emergency Incident Planning Manual), HPG 50.3 (Emergency Incident Guide),
G.O. 100.80 (Reporting of Emergencies and Unusual Occurrences) * Authority for ICS from V.C. P.C.
Notifications
Acknowledge the call and advise dispatch I am responding appropriately and will be assuming supervisor responsibilities.
Notify my chain of command while I am in route.
I may need to request, AIR, K9, MAIT, CIIT, ISU, PIO Hazmat Units. I will request allied agencies and advise ENTAC, State Warning Center, and National Response Center.
Request a dept. rep. respond to scene to act as a liaison with allied agencies.
Actions
The scene is safe, secure and EMS is being provided.
Determine jurisdiction of incident.
I will assume Incident Command responsibilities and not relinquish it, while establishing a command post outside of the scene.
I will manage traffic in a manner that meets the needs of the incident and creates the minimum disruption to normal traffic.
(CMS Signs, SIG Alert) Caltrans / Cty Roads
Establish a perimeter (crowd control)
Designate staging areas – personnel, vehicles, equipment
I will identify the need for protective action missions including: fire, EMS, rescue, security, sheltering, evacuation, containment, public information warning. (REESSCPF)
I will consider and utilize the 5 sections of ICS. Command, Operations, Planning, Finance, Logistics (COPFL)
Implement a consolidated Incident Action Plan (IAP).
If Hazmat, assign Safety Officer and Site Safety Plan (SSP) (SINCIAPCP)
PIO – Designate a specific area for the press. (Public Trust Initiative)
PIO - Keep public informed through liaison/PIO: message boards, social media, PA, etc.
Ensure all personnel are accounted for and safe. (food, relief, bathroom)
Approve needed plans for demobilization, and release incident personnel, equipment, and resources.
Make sure order has been restored
Documentation
Ensure all CHP/ICS forms are completed. ICS 200 Series, CHP 415C, CHP 33C CHP 701, A, B, CHP 407E (Hazmat) / CHP 288, 121, Comm-net, Sgts. Log.
Follow Up
EAP, Critical Incident Stress Debrief, Peer Support
After Action Report – debriefing with allied agencies
Self-critique and discuss with peers/management
