A
Partly in response to pressure from NCAI and the contribution from Natives in the war.

How were settlements often made?
A
In financial compensation rather than returns of the land which they hoped for.

What was its real purpose?
A
To complete assimilation and end it’s responsibility for Natives as they were seen as a drain on financial resources.
