Operational is physical area.
Functional is a management or support function.

what are the vertical sectors?
Fire sector - fire floors, 1 above fire floor and floors above bridgehead.
Search sector - area above fire sector.
Lobby sector - from ground floor to fire sector including bridgehead
describe the Monitoring Officer surcoat
