It created tension because everyone wanted as much land as possible but at the same time none of them was willing to share it

Because people were becoming envious of each other which led to tension amongst the countries
How was this tension increased?
By Kaiser Wilhelm sending a gunboat to Moroccan Port after he said he was going to help the Moroccans gain their independence
