- Could have sped up religious change e.g penal laws following the Northern Earls rebellion for Catholics not attending church

- After PoG: council of the North reformed, JPs were changed and Henry visited York
- After Northern Earls: men with local connections were brought in to run the council, magistrates with Catholic sympathies were purged and replaced with Protestants
