A

Review facts and circumstances surrounding incident and provide pertinent details to desk officer
Make prompt assessment of circumstances and determine level of force and or type of injury for purpose of reporting and appropriate investigation requires establishing crime scene for level 3 and level 4 force incidents, if necessary.

Obtain and secure BWC from all MOS who were on scene for level 3 and level 4 force incidents
A) deliver BWC to IAB or FID ranking officer on scene, as appropriate.
B) upload BWC footage as directed by ranking member assigned to IAB.

Member incapacitated-
If an individual makes an allegation of force but the MOS claims that no force was used or no member can be iD’D prepare TRI USING INFORMATION KNOWN AT THE TIME.

Question subject (s) and or civilians, non members of the service or bystanders regarding possible injuries.
Take digital photographs with department cellphone of visible injuries to subjects, civilian, non members of the service and MOS or any location where an injury is claimed but not visible for all level 1 incidents. 

A) photos should be taken in a manner to maintain privacy when appropriate
B) A member of the same sex should take photographs, when appropriate.

A

Photographs should be taken of any pre-existing injuries
Upload digital photograph-TRI utilizing FORMS interview witness (s) if available
Review BWC OF LEVEL 1 force incidents to evaluate nature of event and actions of members involved
Document which videos were viewed under the narrative caption of TRI

NOTE:
Immediate supervisor will be guided by the investigative supervisor (CO,XO DUTY CAPT) in regards to the viewing of BWC footage for level 2
Level 3 and level 4 will not be viewed by immediate supervisor

A

The following are not reportable uses of force and will not be recorded on a TRI INCIDENT REPORT or investigated :

A) ordering a person to lie on the ground, guiding a person to the ground in a controlled manner or the mere use of equipment (eg velcro straps, polycarbonate shield) to restrain a subject unless an injury is sustained.

B) A subject or civilian/non member of the service or bystander with a pre-exiting illness or injury who requires treatment in a hospital ER SHALL BE RECORDED as (210-04) procedures will be followed if a person alleges that pre-existing condition was aggravated or worsened by police action

The following incidents are not reportable uses of force will not be recorded on TRI :

Injuries that occur to a person while in the care and custody on another person (eg department of Corrections )
Department vehicle collisions unless; a person in police custody is injured or dies as result of the Department vehicle collision
Any person is injured or dies as a result of a department vehicle pursuit
Any person is injured or dies as a result of MOS attempting to stop a vehicle or apprehended a suspect
